Julio Vaquero


Biography

Graduated in Civil Engineering, University of Madrid. He started his professional career at Centro de Estudios de Carreteras, CEDEX (Centre for Public Works Studies and Experimentation) along with his then lecturer at the School of Civil Engineering of Madrid and Director of the centre, Mr José Luis Elvira Muñoz, who taught him the profession of pavement engineering.

A few years upon his admission to the Spanish National State Administration he requested a voluntary leave to work during serveral years for the Spanish Institute of cement and its applications (IECA) in the field of concrete paving, compacted concrete dams, both prefabs and structures.

After his experience in the world of cement and concrete, he worked in the steel industry as Director of the Spanish Institute for the promotion of certified armours (IPAC) until it was disolved in 2012. In that year he returned to the Spanish Administration at the Technical Direction of the Directorate General of Roads, pertaining to the Ministry of Development, again under the direction of Mr José Luis Elvira. 

At the Technical Direction Julio Vaquero held the position of Head of the department of pavement auscultation, being responsible for auscultation work of both structural and surface characteristics (sideway force coefficient, regularity and cracking) of the Spanish road network. Besides, he holds the position of Head of the department of pavement technologies being responsible for the revision and development of the technical standards in this field.

And last but not least, as far as standardisation is concerned, he holds the position of President of CTN-41/SC 2 “Roads” of the Spanish norm (UNE), equivalent of the European Committee for Standardisation CEN/TC 227 “Road materials”.
